D:\Oracle\Middleware\Config\domains\base_domain\servers\WLS_REPORTS\tmp\_WL_user\reports_12.2.1\4ltj0p\configuration

Then change the value from L1 to L2
<webcommandaccess>L2</webcommandaccess>
Save and close the file
Restart WLS_REPORTS
